Preheat oven to 425°F.
Add tomatoes to 9x13 casserole dish, drizzle with oil, season with salt and pepper flakes, mix to coat.
Make a hole in the center of the tomatoes, place the cheese there.
Place in the oven and cook for 15 minutes.
Cook tortellini according to package directions.
Then, add garlic, sun dried tomatoes, balsamic vinegar, and cream to tomato mixture, without disturbing cheese; cook for an additional 15 minutes
Add cooked, hot tortellini, parmesan cheese, and basil to tomato mixture, mix well.
Serve hot, with extra parm for extra yum!
